Abstract: This qualitative bibliographical and documentary research aimed to analyze the relationship between patriarchy and violence against women, focusing mainly on femicides that occurred in twin cities in the State of Mato Grosso do Sul. To this end, the research started by carrying out an investigation on patriarchy, considering that violence against women is rooted in the structuring of society. This structure was socially constructed over time, based on the perpetuation of relationships of male domination (Bourdieu, 2012), and is strengthened through the transmission/imposition of principles that establish the domination of one sex (female) by another (male). Within this structure, biological differences (anatomical differences in the sex organs) are deliberately chosen (highlighting differences and obscuring similarities) and used to justify a differential treatment of men and women, based on a social construction of the body which endorses an androcentric view. Power relations (Foucault, 1987, 1988, 1997, 1999, 2002, 2010) also reveal sources of violence against women, since, in a disciplinary society, devices are implemented to control women's bodies and sexuality. Moreover, the studies developed by feminist theorists (Butler, 2003; Beauvoir, 2016; Davis, 2016) corroborate that, while sex is a biological factor, gender was constructed by society and is marked by a hierarchy that places men above women and by women being oppressed. Violence against women, especially in its domestic and family facets, is characterized by routinization, a continuum of violence in cycles, and it can lead to the affected woman’s death if no external interference occurs, especially in situations in which the woman is co-dependent on the aggressor. This research thus focused on the study of femicides, addressing theoretical contributions on this topic and carrying out documentary research in the elected locus (twin cities of the State of Mato Grosso do Sul). The documentary research involved the analysis of ongoing and concluded judicial processes related to femicides or attempted femicides which took place between 2015 and 2021 in the cities of Mundo Novo-MS, Paranhos-MS, Coronel Sapucaia-MS, Bela Vista-MS, Corumbá-MS and Porto Murtinho-MS. Particularities of the crimes were extracted during the analysis, seeking to carry out an intersectional analysis. The results highlight the inseparable link between patriarchy and femicides, especially considering that the vast majority of the crimes occurred due to a man not accepting the end of a romantic relationship. Some peculiarities of border femicides were also identified. The research then examined measures to deter violence against women, based the perspective of feminist criminology. The analysis concludes that, although repressive measures should be applied only in exceptional cases in the criminal sphere, based on principles of the theory of penal guarantees, and although they are not able to solve gender violence by themselves, these measures remain as a necessary instrument to address this type of violence. However, repressive measures should be supplemented by preventive measures, listed in the Maria da Penha Law. In this context, educational practices stand out as important tools in the fight against gender violence. This research therefore also carried out an analysis on this topic, focused mainly on Mato Grosso do Sul State Law No. 5.539/2020, which included basic notions related to Law No. 11.340, of August 7, 2006 (Maria da Penha Law) as a crosssectional content to be taught in the state's public schools.

Título: Constitucionalismo abusivo e psicologia das massas: as marcas do autoritarismo no Brasil durante o governo de ultradireita de 2019-2022

Abstract: This research is based on the issue arising from the following question: "how can mass psychology, in the Brazilian context, assist in understanding democratic erosion and the rise of a typically authoritarian leader?" whose hypothesis led to the development of a bibliographic and documentary review research using the hypothetical-deductive method. In terms of the general objective, the aim was to demonstrate that some individuals are more prone to joining groups led by authoritarian figures. As a specific objective, it sought to demonstrate the risks to democracy due to Heads of Government who attempt to subvert the constitutional order (disregarding the rules of the game). To achieve this, in terms of specific objectives, the chapters are organized based on distinct theoretical frameworks: in the first chapter, the work of anthropologist Lilia Moritz Schwarcz "On Brazilian Authoritarianism" (2019) is adopted as a theoretical framework to elucidate the roots of authoritarianism in our country. In parallel to this, in the second chapter, the article "Abusive Constitutionalism" originally employed by David Landau is used to demonstrate how legal and constitutional mechanisms are currently used to undermine democratic order. In this chapter, the work "How Democracies Die" by political scientists Steven Levitsky & Daniel Ziblatt is also used, notably the test developed by the authors to assess the main indicators of authoritarian behavior. Finally, in the third chapter, the works of Sigmund Freud, "Group Psychology and the Analysis of the Ego" (2020), as well as "The Authoritarian Personality," (2019) and the essay "Freudian Theory and the Pattern of Fascist Propaganda” (2015), both by Theodor W. Adorno, are adopted as theoretical frameworks to understand the reasons why individuals behave irrationally when part of a group and, furthermore, to comprehend, from psychological and sociological perspectives, the pattern of fascist propaganda and, above all, why some individuals are more receptive to it than others. In terms of results, the research demonstrated that mass psychology can provide relevant elements to explain the rise of authoritarian and antidemocratic groups in Brazil from 2019 to 2022. This is because the libidinal pattern explored by Freud revealed the bond among individuals in the group, as well as their connection with the leader, which helps us understand the "soul of the crowd" and its ability to suggest to individuals, once rational, to engage in regressive behaviors.

Abstract: The main objective of this dissertation is to reflect on how and in which aspects the Kuñangue Aty Guasu – Great Assembly of Guarani and Kaiowá indigenous women, in Mato Grosso do Sul – has contributed to the realization of their rights and specificities. Therefore, the role of this articulation in the construction of a democratic legal order will be pointed out, through an anti-Eurocentric approach, in order to weave a position that talks about a new way of understanding the intersections between race and gender and their implications in the legal, political and social environment. In this sense, it is emphasized that the present research is based on theory and decolonial studies. Based on these assumptions, the question is, initially, what is the struggle of Guarani and Kaiowá women in Mato Grosso do Sul regarding the protection of their rights and interests? The problems of the present study, in turn, are based on the following questions: a) Are there experiences of collectivities, structured actions, associations of indigenous women in the state of Mato Grosso do Sul that seek to establish their own voice? b) What is the struggle of the Guarani and Kaiowá women in Mato Grosso do Sul and the main demands made before society and the State? There are hypotheses to be sought: a) the Brazilian State has not satisfactorily attended to the interests of Guarani and Kaiowá indigenous women in Mato Grosso do Sul, especially with regard to territorial rights; b) The Kuñangue Aty Guasu – Great Assembly of Guarani and Kaiowá Women, plays a prominent role in the fight for their rights, serving as an instrument of social change for these minorities and; c) the performance of Guarani and Kaiowá women in Kuñangue Aty Guasu can be understood through a decolonial approach. The theoretical framework used is based on the thoughts of Aníbal Quijano, Maria Lugones, Lorena Cabnal, Antonio Brand, Lauriene Seraguza, among others. The analysis method is mostly qualitative and its main source is the reports and other events held by Kuñangue Aty Guasu, after a bibliographical review in Guarani ethnology with a focus on women. The general conclusions of the work. Thus, understanding how the indifference of the Brazilian State in relation to the various forms of violence and discrimination suffered by indigenous women is constructed constitutes an essential step in the struggle for liberation and for overcoming the barriers imposed against these minorities due to the coloniality of power and of gender coloniality.

Abstract: The social public policies developed for borders are within the scope of the PDIF/MS in the city of Dourados effective? Border zones, in addition to the aspect of protection and security, are fertile territories for social and economic interaction that claim public policies suitable for their development. In this sense, borders must be understood in their complexity and seen as a fertile field for the elaboration of public policies that affect social rights that promote socioeconomic development and allow the overcoming of striking inequalities and characteristics of the region. Thus, the present work has as its object of study the Development and Integration Plan of the Border Strip of the State of Mato Grosso do Sul (PDIF/MS) and has the general objective of analyzing the social policies for the borders drawn there, inquiring into them. about its effectiveness. Therefore, we carried out qualitative research using the bibliographic and documentary analysis as a methodological resource, as well as the case study focusing on the PDIF/MS in the city of Dourados, through data collection in primary sources, such as documents, and semi-structured interviews. with interlocutors and local authorities. The study of the cycle of public policies (SOUZA, 2006) and the complexity of the formation of the governmental agenda (KINGDON, 1995/2006) are used to understand the formulation of border policies at the same time that the realization of social rights points to the promotion of true socioeconomic development, supported by regional peculiarities (DALLABRIA, 2017) and the expansive process of substantive freedoms (SEN, 2000). In this way, the investigation regarding the effectiveness of public policies aimed at the development of the border strip of Mato Grosso do Sul, aims to contribute to the theme in view of the need to articulate policies that are in line with border realities and that have the strength to enter the decision-making agenda.
