Initially, based on a theoretical discussion, it seeks to identify how the state ensures the rights of migrants and refugees through public policies. It then seeks to understand how Brazil has changed and adapted its migration legislation (laws, decrees, and ordinances) to receive these people. Subsequently, it seeks to identify the main flaws in the system for receiving these migrants and refugees, analyzing how they negatively impact their lives as well as those of Brazilians. Finally, the implementation of Law No. 13.445/2017 (New Migration Law) is critically analyzed, considering its advances and limitations. Título: China e o princípio de não-alinhamento: a conveniência da relação sino-russa Autor(es): Nascimento, Beatriz Aparecida do Primeiro Orientador: Moreira Junior, Hermes Abstract: This research focuses on Chinese diplomacy and the principle of non-alignment, officially established in 1982, and the analysis and understanding of this concept and its implications in the political strategy adopted by China in recent years. With the main objective of understanding how the People's Republic of China (PRC) has used this strategy in its foreign relations, the relationship built between the PRC and the international community is explored from the historical resumption since the government of Mao Zedong and the various internal revolutions that shaped the image of the Asian country before the world until its consolidation as a global power. The relevance of the research is due to the growing influence of the Asian giant in the International System and how its foreign policy strategies in establishing bi and/or multilateral relations redefine its influence on other nations and international organizations. In addition, it is important to understand how China's diplomatic position becomes relevant in a period of changes in global geopolitics amid its growing competition with the United States. The study also analyzes how the Chinese government conveniently molds the principle of non-alignment to suit its needs, maintaining a position of diplomatic independence while establishing strategic partnerships with other States that increasingly expand their influence on the global stage. This paper uses a qualitative methodology, based on a bibliographic review and documentary analysis of primary and secondary sources, seeking to understand how the process of formation of Chinese foreign policy and the adoption of the principle of non-alignment explain the actions and strategies adopted by the Democratic Republic of China over the last 45 years. Furthermore, it uses as a case study the unique Sino-Russian relationship known as a “strategic partnership”, to understand what a consolidated bilateral relationship that does not classify as an alliance per se is like in practice. It also explores the debate and arguments of those who believe that this policy is obsolete and hinders China's progress in the search for a possible status of hegemony, while others defend the prevalence of the strategy as fundamental to the unrestricted growth, both individually and jointly, of China and its current partners. Therefore, based on the analysis of Chinese theorists, it is possible to understand how the principle of non-alignment is a fundamental tool for maintaining the country's relations and influence on the globe, while exempting it from the obligations that formal alliances imply and enabling the convenient adaptation of its strategies for global projection. Título: O caso sétimo Garibaldi: consequências nacionais e internacionais das normas de direitos humanos Autor(es): Manari, Lívia da Silva Primeiro Orientador: Bernardi, Bruno Boti Abstract: This research analyzes the Sétimo Garibaldi case in light of the national and international consequences of human rights norms, focusing on the role of the Inter-American Human Rights System. The murder of rural landless worker Sétimo Garibaldi in 1998, in the state of Paraná, Brazil, is emblematic of the systematic human rights violations and impunity that characterize agrarian conflicts in the country. The study examines the functioning of the Inter-American Commission and Court of Human Rights and discusses how their actions pressure the Brazilian State to implement reparative and preventive measures. The 2009 ruling by the Inter-American Court against Brazil exposed structural deficiencies in the national justice system and highlighted the relevance of international mechanisms as tools for accountability and institutional reform. The study concludes that although Brazil has partially complied with the Court’s orders, significant challenges remain regarding the full enforcement of international decisions. This analysis contributes to the debate on the practical application of international human rights norms and the strengthening of protections for rural workers. Título: Possibilidades para diversificação produtiva em municípios do sul de Mato Grosso do Sul Autor(es): Pinheiro, Ellen Vitória Marie de Camargo Primeiro Orientador: Lamoso, Lisandra Pereira Abstract: The state of Mato Grosso do Sul is an agro-exporting state, with significant production of soybeans, corn, iron ore, beef, and wood pulp. However, the concentration in these activities creates economic vulnerability and dependence on external markets. This research explores alternatives for economic diversification to reduce this vulnerability and generate employment and income. The research problem lies in the limitations of traditional agribusiness in including small producers and strengthening the local economy. The objective is to identify potential for agro-industrialization and activities such as fish farming and beekeeping, which require lower initial capital and utilize family labor, offering sustainable alternatives. The justification highlights the need for public policies and investments to promote social inclusion and regional development, avoiding income concentration and environmental degradation. The study applies the concept of territorial vulnerability and analyzes secondary data. It concludes that small producers face barriers in agriculture that involves higher capital, due to the cost of technologies, requiring technical training and subsidized credit. In contrast, productive diversification with appropriate technologies, such as agroecological systems and cooperatives, is feasible and promotes greater social and environmental resilience.Thus, the research proposes policies that integrate the local production chain and activities accessible to small farmers, suggesting that this model could transform Mato Grosso do Sul into an example of resilient and inclusive regional development.
