Abstract: This Master's Dissertation aims to analyze the participation of the Municipal Education Forum (FME) of Dourados-MS in the Municipal Commission for Monitoring and Evaluation (CMMA) of the Municipal Education Plan of Dourados-MS (PME/Dourados-MS, 2015- 2024. It is linked to the Education Policy and Management Research Line, of the Graduate Program in Education (PPGEdu), of the Faculty of Education (FAED), of the Federal University of Grande Dourados (UFGD). from 2017 to 2021, which, in this period, through Decree No. 551, there was the creation of the Municipal Education Forum (FME) of Dourados-MS in 2017, with the special task of monitoring the PME. The methodology is a qualitative approach , based on documentary research, bibliographical research and field research, in the latter through a semi-structured interview that was carried out with 4 subjects, namely: from the FME - 1 (one) representative of the Union of Workers in Education of the Municipality (Simted ); and from the CMMA: 1 (one) representative of the Union 23 of Workers in Education of the Municipality (Simted), 1 (one) Coordinator of the CMMA and 1 (one) executive secretary of the CMMA. It was possible to verify that "participation", revealed to be a term with meanings in educational policy, whose conceptions arising from authors who study and deepen the theme demonstrate that it is through participation that one advances in the struggle for a more just and humane society, for an education with socially referenced quality, one that is made for the human being and not for the market, for capital. Participation that needs to go beyond taking part or having a part in something, or, even, doing and being part of something or participating just for survival or even spontaneously that makes the relationship between men or something that obliges to fulfill determined positions and whose objectives are individual and almost never collective, which is only granted as a requirement of the capitalist system. And in these terms, which stands out based on the theoretical writings of this Dissertation and, mainly, on the speeches of the interviewed participants, that the FME is present and participates, but several difficulties that need to be overcome, such as: the lack of more position in the meetings , the lack of more referrals and actions involving society, especially education, with events to discuss the PME's goals and strategies, as well as translating the results systematized in the PME's Monitoring and Evaluation Reports into the main agenda. The FME is a legitimate space for participation and needs to live up to what it represents in society and education. However, the participation of the FME in the CMMA in the search for its rights still does not show advances towards a greater objective such as the conquest of spaces and class struggle, which is based on democracy that meets the needs of society.

Abstract: To ensure the full participation of students with disabilities in general education schools, as well as to guarantee their learning, schools must provide appropriate human and material resources. The learning support teacher is one of the available services in special needs education. The objective of this study was to identify the learning support teacher profile, as well as their strategies for assisting students with disabilities during the Covid-19 pandemic. The qualitative research, with descriptive purposes, was carried out in a town in Mato Grosso do Sul state, with the consent of the Municipal Department of Education. Data were collected by online interviewing, via Google Meet, learning support teachers who worked, in 2020, with students attending the first years of primary education (first to fifth grade). As main results, the majority of the participating learning support teachers reported that they were able to address students’ special needs by adapting assessments given by general education teachers. Those adaptations usually involved games, videos, illustrations and even the reduction in the number of activities. Also, the study recognizes the importance of learning support teachers, families, other educators (general education teachers and the teacher responsible for the multifunctional resource room) and school administrators engaging as partners. The learning support teacher must be considered a main character in special needs education within general education schools, but they must not be seen as the only support alternative, since inclusive education should not only involve certain professionals, but the entire school staff and community.

Abstract: This paper is related to the Programa de Pós-Graduação em Educação (PPGEdu) of the Universidade Federal da Grande Dourados (UFGD), to the research line of Policies and Education Management and to the Grupo de Pesquisa Estado, Política e Gestão da Educação (GEPGE). The research is also associated with the project “Concepções dos Diretores das Escolas de Educação Básica de Dourados sobre a Gestão Escolar”. This paper aimed to analyze the academic education profile and the perceptions for school principals about the initial and continuing education directed to school management, related to their performance in the municipality of Dourados/MS, as well as to verify the existence of actions in the municipality of education for these professionals. It is intended to identify elements of continuing education that contribute to the performance of principals. The research has a qualitative approach and the methodological path adopted was bibliographic, documentary and fieldwork through interviews with the principals of the selected schools. Eight principals of urban schools were interviewed. As for the academic education profile, it was found that most professionals have the Pedagogy course as their initial education, with experiences of at least ten years and active throughout their professional career in the school where they have the function of school principals, which demonstrates the need for proximity to the school community. It was found that school principals consider that initial academic education allows basic knowledge about the function, which is learned in practice. Continuing education is perceived as fundamental and a demand from principals, for education that addresses themes relevant to the local reality, such as administrative and pedagogical issues. Thus, it appears that although the principals have the perception of the need for continuing education aimed at school management, there is no education policy in the municipality for these professionals. In this way, the learning of the function occurs in practice and in individual searches for training.

Abstract: This Master’s Dissertation in Education was developed within the scope of the Graduate Program in Education (PPGEdu) of the Faculty of Education (FAED) of the Universidade Federal da Grande Dourados (UFGD), in the area of concentration History, Policy and Management of Education, in the Education Policy and Management Research Line. It’s linked to the Research Project: Monitoring Municipal Education Plans (PMEs) in the state of Mato Grosso do Sul (MS). The research object is the Municipal Education Forum (FME) in Dourados/MS. Its general objective is to analyze the implementation and implementation of the Municipal Education Forum in Dourados/MS as a possible instrument for the democratic management of municipal education. The guiding problem of the research is explained in the following question: how did the process of implantation and implementation of the Municipal Education Forum of the Municipality of Dourados in the state of Mato Grosso do Sul occur, as a possible space for effective democratic management of municipal education? The time rame of the research includes the years 2017, depending on the date of creation of the FME/Dourados, to 2021. The methodological contribution guided the bibliographic and documentary research, in a qualitative approach. In the bibliographic research, the data were searched in the Brazilian Digital Library of Theses and Dissertations (BDTD), in the Theses and Dissertations Catalog of the Coordination for the Improvement of Higher Education Personnel (CAPES), in the Electronic Scientific Library Online (Scielo Brasil) and in the Portal of CAPES Periodicals. With regard to documentary research, the following documents were defined as the primary sources of this Dissertation: Federal Law n. 13.005 - National Education Plan - PNE (2014-2024); Municipal Law n. 3.904 - Municipal Education Plan - PME/Dourados MS (2015-2025); Internal Regulations of the FME/ Dourados; decrees and official letters of the FME/Dourados that deal with its implantation and implementation; minutes of meetings held in the period (2017-2021) of the FME/Dourados. The results point out that the FME implementation process took place in 2017 in compliance with the PME, slowly complying with all legal regulations by elaborating and approving its Internal Regulations and logo. The study also reveals that, even with its limitations, the newly created FME managed to plan, organize and carry out the I National Popular Conference on Education (CONAPE) at municipal and inter-municipal stages. But for the expansion of its work, the FME needs autonomy and financial support, without its own resources, they cannot afford the conferences, keep their study groups active and publish materials produced in these moments of discussion and reflection. It was also possible to verify in its normative documents that the FME is being implemented, through its daily activities, which are the ordinary and extraordinary meetings, in addition to the Permanent Working Groups (GTPs) that held training moments with various themes throughout the five-year period. for all of society. Although the FME is a possible powerful instrument of democratic management within the scope of municipal education, it has demonstrated its weaknesses and difficulties throughout the analyzed period, especially the correlation of forces between civil society and political society.
