Abstract: This research aims to develop and validate an artificial intelligence agent named EDITE, designed for the preventive analysis of public procurement notices, with the capability to identify documental inconsistencies, legal risks, and clauses potentially restrictive to competition during the preparatory phase of public contracting. The study is situated within the field of Public Administration and digital transformation, engaging with theoretical approaches related to artificial intelligence applied to the public sector, governance, and procurement control, particularly under the framework of Law No. 14.133/2021. The methodology adopts a qualitative, exploratory, and applied approach, based on the documentary analysis of 300 procurement notices collected from the Brazilian National Public Procurement Portal, distributed across federal, state, and municipal levels. From this analysis, recurring patterns of inconsistencies were identified through expert evaluation, subsequently systematized and converted into analytical parameters that supported the development of the EDITE agent, structured through operational instructions that guide its performance in reading, interpreting, and comparatively analyzing procurement documents. The validation of the agent was conducted through its application to notices distinct from the development dataset and to real procurement processes within the institutional context of the research, with results compared to expert analysis. The findings demonstrate a high level of &#xD;
convergence between automated and human analyses, indicating the system’s ability to reproduce qualified analytical patterns, as well as to systematically identify relevant inconsistencies, such as documental discrepancies, weaknesses in object definition, and potential risks to competitiveness. The main contribution of the study lies in proposing an artificial intelligence model oriented toward preventive control, in contrast to prevailing post-audit approaches, with its originality evidenced by the conversion of empirical knowledge into operational guidelines applied through artificial intelligence and by the &#xD;
validation of the agent in real-world contexts. In terms of practical contributions, the use of EDITE showed potential to improve the quality of procurement notices, reduce failures in the preparatory phase, support decision-making by public agents, and enhance administrative efficiency, including indications of reduced processing time in procurement procedures, demonstrating its applicability across different contexts within Public Administration.

Abstract: The public budget is a management tool through which governments organize their resources to meet society's needs for public services. It is observed that resources are limited in the face of numerous needs. Implementing actions that promote improvements in budget management and execution is fundamental, aiming at the realization of a significant number of public policies that meet the aspirations of citizens in the various areas of state activity. One way to promote improvements in budget management and execution is through the use of performance indicators. In this sense, the construction of a set of indicators can contribute to and assist managers in the process of monitoring and evaluating the results achieved in the stages of the budgetary cycle, from planning to evaluating the application of public resources, thus demonstrating the efficiency gains obtained in budget execution. This research aims to propose a set of budgetary indicators for use in the stages of budget execution, enabling the monitoring and evaluation of results, contributing to the decision-making process and providing information to internal users in a simple, relevant, and reliable way. Regarding methodological procedures, a bibliographic research was chosen to select budgetary indicators that could be applied based on the model proposed by Brasil (2009), based on the value chain and the dimensions of effort and result, which unfold into the six dimensions of performance. The Delphi technique was used in the process of validating the indicators with the participants. At the end of the research, a set of indicators for measuring performance is proposed, consisting of twelve indicators: budgetary change indicator, budgetary execution behavior indicator, investment budgetary expenditure performance indicator, budgetary expenditure payment indicator, investment liquidated expenditure indicator, operational cost liquidation indicator, outstanding payments in relation to committed expenditure indicator, budgetary execution indicator, representativeness of collected revenue indicator, participation of SUS contract &#xD;
revenue indicator, budgetary balance indicator, and effectiveness of planning with contracts – labor indicator. The selected and validated indicators are the result of budgetary indicators identified in the literature with some adaptations and the contributions presented by the participants. This proposal, upon implementation, will enable periodic analyses, providing information to support managers in decision-making, monitoring, and evaluating results. Furthermore, it will contribute to the accountability process of the university hospital, allowing results to be presented to internal users in an accessible way.

Abstract: This  work  investigates  the  economic  viability  of  the  acquisition  and  leasing  models  (PC  as  a &#xD;
Service)  for  workstations  (desktops  and  notebooks)  at  the  Federal  University  of  Grande Dourados  (UFGD).  The  research  goal  is  to  assess  the  economic  efficiency  between  these  two &#xD;
supply  models,  confronting  local  operational  cost  reality  with  federal  outsourcing  guidelines. &#xD;
The  theoretical  framework  is  based  on  New  Public  Management  (NPM),  with  concepts  from &#xD;
New  Institutional  Economics  (NIE)  and  Transaction  Cost  Theory  (TCT),  and  it  fits  into  the &#xD;
Public  Administration  and  Organizations  research  line,  by  contributing  to  the  strengthening  of &#xD;
governance  and  administrative  rationality  in  the  public  sector.  The  methodology  is characterized  as  a  descriptive  case  study  with  a  quantitative  approach,  utilizing  the  Total  Cost of  Ownership  (TCO)  technique  and  financial  indicators  such  as  Net  Present  Value  (NPV)  and Equivalent  Uniform  Annual  Value  (EUAV),  complemented  by  Monte  Carlo  Simulation  and Kurtosis  for  stochastic  risk  analysis.  Results  demonstrated  that,  in  the  specific  UFGD scenario,  the  direct  acquisition  model  presents  a  greater  economic  advantage,  maintaining  a financial  security  margin  even  under  high  risk  premium  pressure  scenarios.  The  originality and  relevance  lie  in  the  application  of  probabilistic  models  to  replace  traditional  deterministic analyses,  overcoming  institutional  dependence  on  external  viability  studies.  Practical contributions  highlight  potential  impacts  of  an  organizational  nature,  by  proposing  detailed comparative  costs  for  purchasing  workstations  and  suggesting  the  institutionalization  of  TCO as  a  decision-making  support  tool,  promoting  efficiency,  transparency,  and  legality  in technology procurements.

      <title>People analytics na Universidade Estadual de Mato Grosso do Sul: uma proposta de implementação</title>

Abstract: People Analytics (PA) is the organizational function that integrates the systematic practice of collecting, analyzing, and interpreting employee data to support managerial decision-making, with special emphasis on organizational dynamics and individual and collective performance. Although primarily applied in the private sector, this study aims to propose procedures for implementing the organizational function of People Analytics within the people management framework of the State University of Mato Grosso do Sul (UEMS). The study adopted a qualitative exploratory approach, structured around three complementary methodological pillars: (1) a literature review conducted in the Web of Science and Scopus databases, with articles collected between January and June 2025 – serving as the foundation for systematizing the benefits, challenges, limitations, and requirements of People Analytics according to the specialized literature; (2) an organizational maturity assessment using the Maturity Model by &#xD;
Rigamonti, Gastaldi, and Corso (2024), operationalized through empirical data collection – three semi-structured interviews with UEMS leaders (Rector, Vice-Rector, and Pro-Rector of Human Development) conducted in November – December 2025, and a focus group with six staff members from the Pro-Rectorate of Human and Social Development. The main findings revealed that UEMS is predominantly at the Initial and Limited stages across the four assessed maturity areas – Technological, Organizational, Functional, and Dissemination – encompassing fourteen dimensions of the model. The diagnosis identified three critical structural constraints: (1) Technological Integration – fragmentation among systems compromising data quality; (2) Organizational Formalization – sporadic initiatives lacking formal structure, assigned responsibilities, or dedicated budget; and (3) Planned Dissemination – absence of an institutionalized infrastructure for sharing analyses. Nevertheless, the research evidenced significant potentialities: leadership support, skilled staff, initial practices of descriptive data &#xD;
analysis, and an institutional context of modernization. The analyses indicate that UEMS possesses sufficient maturity to initiate structured People Analytics implementation at an initial stage, enabling gradual evolution through a specific Action Plan. Therefore, the general objective is achieved by developing an action plan divided into five axes, serving as a roadmap for the initial implementation phase of PA at the University. The research fills a identified gap in the national literature regarding the application of People Analytics in public higher education institutions, contributing theoretically by adapting a consolidated model to the Brazilian public context and practically by producing a Technical-Technological Product (PTT) – an Action Plan – based on a robust diagnosis, which offers UEMS a structured and realistic roadmap for transforming strategic people management through data analysis.
