Resumo: Esse trabalho tem como objeto os trabalhos teóricos de especialistas nas Relações Internacionais sobre as Relações Transnacionais, da Edição 25 da Revista International Organization do ano de 1971. O período corresponde a Guerra Fria. Esse é um trabalho de construção da memória das Relações Internacionais. Passados mais de 40 anos da publicação os temas continuam atuais nas Relações Internacionais. A publicação apresentou em 1971 uma crítica as teorias estadocêntricas, em especial ao realismo. Esse trabalho apresenta à alternativa a perspectiva tradicional, formulada em 1971 por 17 autores da área, em uma revista reconhecida internacionalmente. Definição de atores transnacionais: Movimento tangível e intangível através das fronteiras nacionais quando pelo menos um dos atores é nãogovernamental. O Fim do século XVIII e século XIX até foi um período de crescimento de atores transnacionais. As teorias estadocêntricas, para os autores não eram suficientes para explicar o funcionamento das relações internacionais e os atores transnacionais, concordando que um paradigma mais amplo era necessário para entender a distribuição do poder e os outros atores do Sistema Internacional. James Field fala do transnacionalismo no século XIX e XX, criação de uma nova cultura mundial e declínio do Estado-nação. Robert Gilpin diz que economia e política são interconectadas e o transnacionalismo está ligado a Pax Americana, o Estado-nação estava em crescimento. Kjell Skjelsbaek fornece dados sobre o crescimento das ONGs, estando esse relacionado ao pluralismo doméstico e economias altamente desenvolvidas. Louis T. Wells, empresas multinacionais são um fenômeno novo e majoritário de empresas estadunidenses. Ivan Vallier o relacionamento da igreja varia por Estado, é feito bilateralmente. J. Bowyer Bell, as Organizações Revolucionárias Contemporâneas agem transnacionalmente por necessidade e não por natureza. A importância dos atores transnacionais e suas tendências de relacionamento. Donald P. Warwick, participação transnacional e paz internacional. Peter B. Evans, qual era impacto das multinacionais na autonomia dos países pobres. Raymond Vernon, multinacionais e os objetivos econômicos nacionais. Karl Kaiser, relações transnacionais enquanto ameaça ao processo democrático. Robert Nye e Keohane organizaram a discussão, e apresentaram elementos do que viria a ser a teoria da interdependência complexa, conceitos de soft power e hard power e do jogo de xadrez tridimensional de Nye. Os Estados Unidos possuíam maior representatividade de atores transnacionais e outras, multinacionais, ciência, energia nuclear, ONGs. O avanço das transnacionais está relacionado a outras mudanças estruturais como o avanço tecnológico, comunicação e transportes. Os atores transnacionais podem funcionar como instrumentos de embate ao poder estatal. Os artigos apresentados pretenderam demonstrar que as teorias estadocêntricas ignoram influências importantes de outros atores e distorcem a análise das Relações Internacionais. Os objetivos pretendiam também estimular a produção de teorias que englobassem de maneira efetiva esses novos atores, e oferecessem uma alternativa ao modelo estadocêntrico.
Abstract: This work has as object the theoretical work of specialists in International Relations on Transnational Relations of Issue 25 of the journal International Organization of 1971. Period corresponds to the Cold War. This is a work of memory building of International Relations. After more than 40 years of publishing the themes remain current in International Relations. The publication in 1971 presented a review of state-centric theories, especially realism. This work presents an alternative to the traditional framework, formulated in 1971 by 17 writers in the field, in a journal internationally recognized. Definition of transnational actors: tangible and intangible movement of assets across national boundaries when at least one actor is nongovernmental. The End of the eighteenth and nineteenth century was a period of growth of transnational actors. The estate-centric theories for the authors were not sufficient to explain the workings of international relations and transnational actors, agreeing that a broader paradigm was needed to understand the distribution of power and the other actors in the international system. James Field, transnationalism in the nineteenth and twentieth century, creating a new global culture and the decline of the nation state. Robert Gilpin, economics and politics are interconnected transnationalism is connected to Pax Americana, the nation-state was growing. Kjell Skjelsbaek provides data on the growth of NGOs is related to domestic pluralism and highly developed economies. The role of specific organizations and their interference. Louis T. Raymond Vernon, multinational and national economic goals. Karl Kaiser, transnational relations as a threat to the democratic process. Robert Keohane and Nye organized the discussion, and presented elements of what would be the theory of complex interdependence, concepts of soft power and hard power and three-dimensional chess. The United States had the largest representation of transnational actors like multinational, science, nuclear energy. The advancement of transnational organizations is related to other structural changes such as technological advancement, communication and transport. Transnational actors can function as instruments of state power struggle. Submitted articles intended to demonstrate that the state-centric framework ignore important influences of other actors and distort the analysis of international relations.
