Geopolítica do crédito rural no Brasil: singularidades e universalidades do arranjo territorial da política pública de financiamento à agropecuária

Abstract

The present study analyse the geopolitical relations of the National Rural Credit System in the territorial Brazilian arrangements. Due to this purpose, the study tried to investigate the spatial arrangements from the structural and contradictory relations between State and financial capital; the financialization of this credit system and its relations with financial capital; to understand the historical, structurals and contradictory relations between the rural and financial question in Brazil; Besides that, to characterize the dynamics of the National Rural Credit System in the current century; and, at the end, to examine the territorial arrangement of this credit’s policy from the agricultural and stock breeding plans of 2014/2015, 2015/2016 and 2016/2017. To reach these complex issues, this study was based on the Dialectical and Historical Materialism in order to conceive a contradictory analysis of the importance of this credit policy on the economic development that depends on the peripheral capitalism in Brazil. From the survey, classification and mapping of statistical data of the rural credit policy, as well as the characterization of informations about credit according to hegemonic institutions of Brazilian agribusiness, it became possible to qualify the spatial arrangement of the geopolitics of rural credit in this country. Observing that analyzing the universality and singularities of the spatial arrangement of this policy in the middle of the dependent economic development, it is result of the reiteration of the structural and contradictory conditions that constitutes it, inserted in the world system of the globalized finances, but, most importantly, dependent.
