Resumo: A presente pesquisa, provocada pelas interseccionalidades de classe social, de condição de deficiência e de estratificação etária, tem por objetivo geral analisar o funcionamento do Programa Benefício de Prestação Continuada (BPC) na Escola no Município de Dourados nos anos de 2019 e 2020 e a produção de saberes e poderes sobre a população beneficiária. Para tanto, delimitou-se os seguintes objetivos específicos: i) levantar o número de beneficiários do BPC, no Município de Dourados, que são acompanhados pelo Programa BPC na Escola; ii) realizar uma descrição analítica atual da implementação do Programa BPC na Escola em Dourados; iii) conhecer a atuação do Grupo Gestor Municipal do Programa BPC na Escola em Dourados; e iv) perscrutar os efeitos iniciais da pandemia de coronavírus sobre a atuação do Grupo Gestor do Município de Dourados no âmbito do Programa BPC na Escola. Trata-se de uma investigação com abordagem qualitativa que busca, para problematizar transversalmente os dados, aproximações à genealogia de Michel Foucault. O campo da pesquisa empírica foi o Município de Dourados, Mato Grosso do Sul, com a produção de dados junto à Secretaria de Assistência Social do Município de Dourados. A proposta de investigação tramitou e foi aprovada no Comitê de Ética em Pesquisa Envolvendo Seres Humanos (CEP) da Universidade Federal da Grande Dourados (UFGD). As técnicas de produção de dados envolveram: a) estudo bibliográfico; b) estudo de documentos político-normativos sobre o BPC na Escola; c) levantamento de dados estatísticos junto à Secretaria Municipal de Assistência Social; d) observação de reuniões do Grupo Gestor Municipal do Programa BPC na Escola em Dourados; e e) entrevistas semiestruturadas com membros do Grupo Gestor Municipal do Programa BPC na Escola em Dourados, que intercalaram, durante a produção de dados, a coordenação do grupo. Os dados produzidos foram agrupados e divididos em quatro unidades temáticas: i) atuação do Grupo Gestor Municipal; ii) articulação intersetorial do Programa BPC na Escola; iii) descrição analítica atual da implementação do Programa BPC na Escola no Município de Dourados; e iv) efeitos da pandemia no Programa BPC na Escola no Município de Dourados. A dissertação organizou-se em três capítulos. O primeiro realizou uma aproximação entre as ferramentas teórico- metodológicas de Foucault e a assistência social, cujas políticas são em regra pautadas pela gestão intersetorial. Por sua vez, o segundo apresentou como os discursos médico, social e biopsicossocial da deficiência engendraram estratégias sobre as pessoas com deficiência para conduzi-las à área da normalidade, bem como introduziu o BPC e o Programa BPC na Escola, explorando seus principais aspectos legais e político- normativos sob uma perspectiva pós-crítica. Finalmente, o terceiro analisou a atuação do Grupo Gestor Municipal do Programa BPC na Escola e os dados produzidos na pesquisa, pautando-se inclusive pelos eixos do Questionário (informações gerais; tipos de deficiência; acesso à escola; trabalho; produtos e tecnologia assistida; apoio e relacionamento; acesso às políticas públicas; moradia e ambiente), refletindo ainda a respeito da regulação social produzida pela pandemia de coronavírus sobre a população e seus possíveis impactos iniciais sobre os beneficiários acompanhados pelo programa. Espera-se que as problematizações construídas na investigação possam contribuir para a disseminação de conhecimentos acerca das estratégias de governamento do Programa BPC na Escola, elucidando, criticamente, algumas práticas da assistência social direcionadas à inclusão social e escolar da pessoa com deficiência. Bem como para pensar as possíveis repercussões iniciais da pandemia de Covid-19 na atuação do Grupo Gestor Municipal e, possivelmente, no processo de escolarização das crianças e adolescentes beneficiários do BPC em Dourados.
Abstract: This research, caused by the intersectionality of social class, disability and age stratification, has the general objective of analyzing the functioning of the Continuous Benefit (the acronym in Portuguese is BPC) at School Program in the Municipality of Dourados in the years 2019 and 2020 and the production of knowledge and powers over the beneficiary population. To this end, the following specific objectives were defined: i) to survey the number of BPC beneficiaries in the Municipality of Dourados, which are monitored by the BPC at the School Program; ii) carry out a current analytical description of the implementation of the BPC at the School Program in Dourados; iii) know the performance of the Municipal Management Group of the BPC at the School Program in Dourados; and iv) to investigate the initial effects of the coronavirus pandemic on the performance of the Management Group of the Municipality of Dourados within the scope of the BPC at the School Program. It is a research with a qualitative approach that seeks, to cross-examine the data, approaches to Michel Foucault's genealogy. The field of empirical research was the Municipality of Dourados, Mato Grosso do Sul, with the production of data from the Social Assistance Secretariat of the Municipality of Dourados. The research proposal was processed and approved by the Research Ethics Committee Involving Human Beings of the Federal University of Grande Dourados. The techniques of data production involved: a) bibliographic study; b) study of political-normative documents about the BPC at the School Program; c) collection of statistical data from the Municipal Social Assistance Secretariat; d) observation of meetings of the Municipal Management Group of the BPC at the School Program in Dourados; and e) semi-structured interviews with members of the Municipal Management Group of the BPC at the School Program in Dourados, who alternated, during the production of data, the group's coordination. The data produced were grouped and divided into four thematic units: i) performance of the Municipal Management Group; ii) intersectoral articulation of the BPC at the School Program; iii) current analytical description of the implementation of the BPC at the School Program in the Municipality of Dourados; and iv) effects of the pandemic on the BPC at the School Program in the Municipality of Dourados. The dissertation was organized in three chapters. The first carried out an approximation between Foucault's theoretical-methodological tools and social assistance, whose policies are usually guided by intersectoral management. The second presented how the medical, social and biopsychosocial discourses of disability generated strategies on people with disabilities to lead them to the area of normality, as well as introduced the BPC and the BPC at the School Program, exploring its main legal and political-normative aspects from a post-critical perspective. Finally, the third analyzed the performance of the Municipal Management Group of the BPC at the School Program and the data produced in the research, including the questionnaire axes (general information; types of disabilities; access to school; work; products and assisted technology; support and relationships, access to public policies, housing and the environment), reflecting also on the social regulation produced by the coronavirus pandemic on the population and its possible initial impacts on the beneficiaries monitored by the program. It is hoped that the problematizations built in the investigation can contribute to the dissemination of knowledge about the governance strategies of the BPC at the School Program, critically elucidating some social assistance practices aimed at the social and school inclusion of people with disabilities. As well as to think about the possible initial repercussions of the Covid-19 pandemic on the performance of the Municipal Management Group and, possibly, on the schooling process of children and adolescents benefiting from the BPC in Dourados.
