Meta-avaliação em planejamento educacional: o processo de monitoramento e avaliação do PME/Dourados em foco

Abstract

This Doctoral Thesis in Education brings in its core the theme of the evaluation of educational policies. It is part of the Research Line in Education Policy and Management, belonging to the Graduate Program in Education at the Federal University of Grande Dourados, located in the state of Mato Grosso do Sul. The general objective is to meta-assess the intrinsic value and extrinsic value of the monitoring and evaluation process of the Dourados Municipal Plan (PME/Dourados 2015-2024), undertaken by the Municipal Monitoring and Evaluation Commission (CMMA/PME/Dourados) , in view of the possible contributions of the municipal evaluation process to the fulfillment of the ten-year Plan in question. The specific objectives of this study are: a) To contextualize the evaluation of public policies as an area of knowledge that enables the analysis of intentions, actions and behavior of social and political actors in the educational sphere; b)Verify the theoretical-methodological and conceptual assumptions that encompass studies in meta-evaluation in the national and international context; c) Reflect on the historical constitution of the evaluation policy of the ten-year education plans enacted after the enactment of the Federal Constitution from 1988 to the second decade of the 2000s, which establish a direct relationship with the Municipal Education Plan of Dourados approved in 2015 ; d) Evaluate the value and merit of the SME/Dourados monitoring process (2015-2024), based on the assumptions Utility, Precision and Accountability. Considering the trends in this area of investigation and the object of analysis of this Doctoral Thesis – the monitoring and evaluation process of the PME/Dourados (2015/2024) – it uses the combination of the following methodologies: bibliographic research, documentary research and field research. The survey of sources is operationalized from non-participant observation in the CMMA/PME/Dourados meetings in the first and second semesters of 2021; mixed questionnaires sent to Commission members during the second half of 2021 through the Google Forms platform; semi-structured interviews with CMMA/PME/Dourado managers. Through the data collected and the analyzes carried out, the following thesis is obtained: the process of monitoring and evaluation of the Municipal Plan of Dourados (PME/Dourados/ 2015-2024), undertaken by the Municipal Commission for Monitoring and Evaluation (CMMA/PME/ Dourados) has partially intrinsic and extrinsic value, demonstrating a significant advance in the ten-year planning policy in local education, but it still demands improvement in terms of monitoring, evaluation and, above all, proposition. It was found that the monitoring and evaluation process of the PME/Dourados (2015-2024) has partially reached all the criteria investigated, namely: Appraiser's Credibility; Attention to Stakeholders; Significant Processes and Products; Communication of Reports; Data Reliability; and, Assessment Documentation. The evaluation of these items makes it possible to understand that it is still necessary to move forward in fulfilling the tasks assigned to the CMMA/PME, especially in the propositional aspect. Furthermore, there was a need for investment and strengthening of the cooperation system between the administrative spheres of the federation (Union, state of Mato Grosso do Sul and municipality of Dourados), as well as the relationship between the institutions involved in the evaluation practice.
