O PMM e a educação superior: globalização, política supranacional e medidas institucionais

Abstract

This work aims to analyze the Project of Support to the Mercosur Mobility Program in Higher Education (PMM), in order to assess impacts on higher education institutions (IES). During the methodological process were performed: literature review, documentary survey and empirical data collection, which ones were gathered from the universities that took part in the FORIs/Mercosur network, through the application of a digital questionnaire. The theoretical and methodological frame of reference was based on the policies cycle, presupposing that the policies receive influences from their implementers, as well as from the cultural and historical context and from the local specificities. It was observed that the nearness of both European Union (UE) and Mercosur in the development and co-financing of joint actions occur by actions and interests of both blocks, taking as parameter the competition in the international market. It was also found that the development and the results of the PMM were different in each analyzed university, but in summary, they have not brought effective changes in the patterns and levels of intraregional mobility. In spite of that, positive aspects were noticed by the institutional managers, as the interest for the academic regionalization and the indication for the continuity of the actions. It can be inferred that the universities alone still does not gather sufficient conditions for the maintenance and consolidation of the Project, requiring coordinated actions from SEM and from the Mercosur authorities, especially considering the budgetary financial resources of each Higher Education Institution.
