Implementação dos programas de aquisição de língua estrangeira na Universidade Federal da Grande Dourados - UFGD

Abstract

The proposal was to analyze the process of implementing national foreign language acquisition programs, English without Borders/languages without frontiers in the context of the Federal University of Grande Dorados (UFGD), located in the state of Mato Grosso do Sul. This issue is justified by examining the process of implementing these programmes, considering the current internationalization policies, and because it is a programme developed in the federal sphere and implemented in the institutional context, directed for the institutions belonging to the federal network of higher education. The guiding problem can be summed up in the following question: How are programs, English without Borders/languages without Borders, being implemented in UFGD? In order to achieve the objective outlined by the research developed bibliographical study on the literature concerning the theme, it was analyzed the documents instituting the programs, public domain edicts, made available on the websites of the programs, as well as Institutional documents of UFGD. Fieldwork consisted of interviews with UFGD's institutional implementers, with a view to grasping their vision of the implementation process. The interviews were carried out with a multistructured question, with the institutional implementers responsible for the development of these programs within the institutional framework. It was understood by institutional implementers the coordinator of the Foreign Language Acquisition program at UFGD, and also, was considered for the interview the teacher who was ahead of the teaching of the activities of the programs from the beginning. The policy cycle is a methodological theoretical reference. The data showed that there were limits and advances in the process of implementing the programmes. The observed limits implied: emphasis on the English language, since it did not offer training in other languages; difficulties in the process of disclosure to the academic public; discompassing the level of didactic material sent by MEC and the level presented by the university segments in the tests. Also, it was found that there were issues related to the physical infrastructure destined to the development of the programmes, and the integration between the sectors of UFGD, particularly the language nucleus, where the programs were developed, the Escritório de Assuntos Internacionais, responsible for international mobility programs and the Faculty of Communication, Arts and letters, where there is the offer of undergraduate courses in foreign language. Other hits were given as a result of the scholarship cuts offered by MEC for the coordination of the program and for undergraduate students who acted as monitors which brought effects to the process of implementing the programs. The analysis also revealed advances since it was noted: the implementation of the TOEFL-ITP tests for the entire academic community; the potentialization of the culture of internationalization; the induction of the student mobility process; and the availability of foreign language access to students with lower socioeconomic conditions. Thus, it is expected to contribute to the development of the national and institutional policies and programs of foreign language acquisition in progress in the country.
