Avaliação da educação superior na interseção de políticas sistêmicas e institucional

Abstract

The objective of this study is analyze the evaluation policy of higher education, from the relationship between the Union and the state education system of Mato Grosso do Sul, in order to clarify their impact on policy evaluation at the State University of Mato Grosso do Sul (UEMS). The propose of the analysis of the thematic about the evaluation of the higher education arises in a scenery which involves the implementation of the National System of Evaluation of Higher Education (SINAES) and the regulation, established by the State Council of Education (CEE/MS) to the process of evaluation in the UEMS. The research has as specific objectives: a) to explicit the construction movement of the policy of evaluation of the higher education in Brazil; b) to delineate the evaluation process of the higher education in the state teaching of Mato Grosso do Sul; c) to characterize the policy of evaluation developed by UEMS, with the purpose to revel its relation with SINAES. This is a qualitative research developed by a group of methodological procedures which involve the bibliographic revision, the documentary analysis and the interview. The results show the movement of construction of the evaluation of the Brazilian higher education is permeated by concentrate and regulatory processes which promote inductive adhesion by the state systems of education and by the institutions, to the established procedures by the Union. In this direction, the research highlighted the tension in the implementation of SINAES, once that the law number 10.861 from April 14th 2004 establishes that the System will must be developed in cooperation with the both systems of education of the States and the Federal District. The CEE/MS when established standards for regulating, supervision and the evaluation of institutions of higher education and for courses of graduation and sequential in the state system of teaching affirmed its commitment to SINAES and for other procedures and instruments of the federal system of education. However, this membership is permeated by uncertainties about the evaluation process to be performed. The impact of the relationship between the Union and the state system of education in the evaluation policies of the UEMS is observed through the automatic membership of the institution to the standards of the federal system. In the absence of regulation by the state system in which it operates, the University in the absence of regulation by the state system in which it operates the university established the participation of students in the National Survey of Student Performance (ENADE) and has its selfassessment to be carried out according to the SINAES. So, it is possible infer that the regulatory power exercised by the Union induces institutional actions, even in their own contexts and independent as is the case of the UEMS. In the evaluation of higher education in the system of collaboration among federal agencies has been implemented as a process of compliance, which does not allow the configuration of the SINAES as a system of cooperation.
