Governo Bolsonaro frente ao Sistema Interamericano de Direitos Humanos (2019-2022): Análise das medidas cautelares da Comissão Interamericana de Direitos Humanos

Abstract

This study analyzes the urgent precautionary measures issued by the Inter-American Commission on Human Rights (IACHR) during the administration of Jair Bolsonaro (2019–2022), with the aim of identifying patterns in the Brazilian State’s responses to requests from the Inter-American Human Rights System (IAHRS). Considering that human rights gained centrality in international relations after 1948, the research examines how Brazil, as a member state of the Organization of American States (OAS), reacted to allegations of serious and imminent violations. The study systematizes the precautionary measures issued during the period and investigates official discourses and institutional actions, seeking to understand the extent to which the IACHR’s decisions were acknowledged, disregarded, or contested. It is concluded that the federal government's reactions reflected a context of tension between international human rights commitments and domestic policies marked by sovereignty discourses and the delegitimization of multilateral organizations. The study contributes to understanding the limits of Brazil’s cooperation with the IAHRS in contexts of democratic weakening.
